The connection this article is talking about is for the management apps for Windows Phone 8 that allow you to see the status of the phone, whether it is locked, batter life, etc). However, if you have Wi-Fi connected, it will use your Wi-Fi and not your cellular data plan. Currently there is not an option to use only Wi-Fi. Talk2Me does use data.
